Stuck with DefaultLayouts.xml

I just want clean install of Windows 10 20h2 without any Start Menu pinned tiles or taskbar icons.

But i cant understand where to put my clean DefaultLayouts.xml or what should i do in NTLite with it.

Plz explain it to me someone. TY in advance.
 
Place your custom layout to "C:\Users\Default\AppData\Local\Microsoft\Windows\Shell"
and rename it to "LayoutModification.xml" or else it won't effect (it doesn't even work if its named DefaultLayouts.xml)

To export: Export-StartLayout -UseDesktopApplicationID -Path %userprofile%\Desktop\LayoutModification.xml
