Unable to Move, Minimize or Close File Explorer

so i installed my os then i open file explorer and i cant close it or minimize it but i did some research some guy fixed it by restarting themes service i did that it worked but when i put themes services to auto in ntlite with a new os it doesnt work i need to restart the themes services
 
sometimes explorer can have a brain fart, schedule chkdsk on c: drive. prolly wont work but least you can rule out file system errors.
no one will know what you disabled/removed unless you post the session file.

I test the os with virtual machine
 
If this is related to NTLite, please provide a preset demonstrating the issue.
