If I have it correctly, according the SecurityNow! podcast this is a bug in a cumulative update.
I have been using a network printer for sometime in W10 untouched and updated whenever it likes, I tried to print something last thursday and the printer isn't listed, but is listed in devices without error marks.
So, that issue is in the latest CU.
You didn't tell us what you did to have it again, but anyway, for HTA make sure to keep Edge HTML components.
That includes reinstalling with the new preset. If you did and kept it, then what's the issue, HTA again or?
You remove EdgeHtml 32-bit, probably that page or printer application is 32-bit, so try keeping that as well, as previously mentioned.

I was commenting on your preset in this topic, it has EdgeHtml 32-bit as removed.
If keeping it, make sure to reinstall Windows fresh, so remove returns doesn't pick up that it was removed and it re-removes it.
Btw editing old posts does not help, only confuses people reading this after.
So provide me a preset which fresh installed makes .HTA files not work, and I'll test it.

As you aint using the Compatibility options - you should maybe consider start do so and avoid a lot of problems. When ticking the option: Printing you'll keep the component "Shell Hardware Detection" which you've removed in your preset which also could be the reason.
Maybe you should use DepencyWalker on executable that you are trying to run to see which dlls are missing. This is really helpful way when you removing too much and don't know software depencies. Also maybe .NET or DirectX or VisualC++ are needed for runnig HP suite, try to load it with Depency Walker and you should be smarter after then.
Have you tried it also without removing Internet Explorer? Nobody knows how HP programmers made it.
If HP suite still not working, lets play with DepencyWalker. You can easily find that it can be one simple dll that need to be registred using regsvr32.
