v1.8.0.7046 free, security Windows restored in 1903. I don't know how to use "Remove Returns". When you click asks to close the current image(1903) and uses the live system.

Yes, that's how Remove Returns works, it scans the live installation and re-removes detected components.
Do you have some stubborn leftovers?

I see some stuck parts in "KB4507453".
If you get bothered by it, update via Host Refresh while cleanup is being improved.

It's not a mistery, I'm just careful not to add any bloat to the image but this time I'll have to write down removed component list - need to think about it some more.

But you can not make the removal as it was before, until 1903? Without these extra buttons.

Technically it depends on Microsoft, they locked cumulative updates as a big package now which insists on installed states, and I haven't yet found a way to tell it not to return pieces, as soon as I do I will.

You can update via Host Refresh method and remove Windows Update, it's also much cleaner;
just what it misses is the scheduled task to do that automatically when new update is detected. Will do eventually.
