Hi,
With Windows 10 Enterprise (1903) x64 10.0.18362.30 (en-US)
If you remove only one component:
<c>storageservice 'Storage Service'</c>
or
<c>deliveryoptimization 'Delivery Optimization'</c>
you are unable to access winX "apps and features"
or settings "apps"

With windows 10 1809 I removed theses 2 components without issues.
 
OK, this may not have to do anything with removals.
I am having "array bounds exceeded" on the Settings - Apps even without removals, on an intact OS.
Try simply rebooting to trigger it.

Of course if you are 100% certain that you can trigger it with a removal only, do let me know.
I did test, and nothing removed should be of importance, at least with 'Delivery Optimization', 'Storage Service' is a bit more complex to guarantee that.
Try rebooting a few times and please read the info on the link, they do not use removals at all.
 
Maybe you misunderstood me, that is a Windows bug.
Try without removals, rebooting a few times and it will crash on its own.
See the linked thread of people knowing about that issue without NTLite.
