Windows 11 24H2 automatically redownloading and reinstalling removed components/packages

Normal behavior if you keep Servicing Stack compatibility for updates

No, it is not. You can force delete Onedrivesetup.exe from WinSxS folder and Windows still updates just fine. But when you run /restorehealth command, it reappears.

@koppes, attach or send me the preset demonstrating the issue, so we are on the same page.
I'll even trigger it manually with DISM RestoreHealth after receiving the preset.

it doesn't even related to ntlite or modding

even just tweaking the reg might be revert to old values

ms have their reasons

If you want to do things right. you gotta do it yourself.

Finally got rid of Onedrivesetup.exe from WinSxS folder without DISM /restorehealth detecting it all by myself.

And the claim that Onedrivesetup.exe is needed for SSU compatibility is a total bullcrap.

Thinking of releasing my own Windows cleaning method soon.

2 things:

- notes indicate that it's needed for 24H2 setup, called by microsoft-windows-not-supported-on-ltsb-package
It could have changed with recent CUs, that ties into the next point

- you cannot predict what the next CU will need, it grows with time, that's the tricky part.
Especially when testing Live (deployed C:\Windows), that's mild scenario, integration into image and deployments sometimes need more.
Anyway, I'll stop helping the competition ;)

That would explain the unwarranted aggression.

Making steady progress. Got W11 24H2 26100.1742 checkpoint image install.wim from 4 889 728 KB original size down to 3 241 913 KB. Updating works, healthcheck passes and no removed component reinstalls.

Don't forget to test going from lite .1 (RTM) image to the latest CU, also SFC /Scannow and Dism resetbase.

Once it all works, I'm open for leftover reports, of course.

That's why I'm doing the checkpoint build, so I can update to any latest version afterwards.

Edit:
Would it be helpful to remove Windows Update Medic-Service?

Just fully stop the windows update or remove windows update all together and use Ntlite to do the installs for needed updates.

That's normal, run Image - Tools - Remove Reinstalls (or ntlite.exe /cleancu) after each update.
Also as Necrosaro said, but still you need to run Remove Reinstalls.
Only update method where you can pre-configure the update is the Host Refresh (inplace-upgrade) method.

Thx for the reply guys.
I know it's normal after an update to run remove reinstalls but it happend a little later again after I recognized the SSD Led shows it's heavily working. And regular winupdate is "paused" by me for a few weeks.

Since 24h2 there is some "new" magic stuff :/...

I have been having the same issue myself. Looks like it started to happen after the March 2025 preview update. Once I installed a fresh 24H2 image that had items removed, they would start to reappear again after some time.

The only way I could get items to stop reappearing was to remove Windows Update completely from the OS. Once I did this, items stopped reappearing.

I'm not sure if this has anything to do with the new Quick Machine Recovery feature they are adding, or if something else is triggering the system from re-downloading missing components. But removing Windows Update completely solved the problem for me.
