(Windows 11) Buggy startup

Did anyone else experienced, windows 11 sometimes doesn't fully load when started? startup items doesn't load and its slow and buggy doesn't even open task manager and you have to restart pc via physical button. happens randomly nearly every 1/25 startups this happens. 22000.376

or does anyone heard if this is known issue/bug written in somewhere by microsoft?

There was NVME SSD perf fix in December's CU. Try rolling that one back.
