Haven't noticed any major differences in complexity from Win7 to 11, maybe you're referring to Metro/Modern apps becoming the part of the OS since Win8.1.I think the main concern will be how fat these operating systems are becoming, and not because of performance, but rather dependencies.
They always promise that, but the codebase is too big and expensive. For example they change some small thing around drivers and millions of people have issues, slowing the adoptment.At some point Microsoft needs to rebuild Windows from the ground up.

MS need to look at each edition and only have stuff relevant to the target users.
Home Edition should have all the glitz n schmitz bling social media type stuff, advertising/news/weather/etc apps.
Professional Edition should not have home edition glitz stuff. roblox, really? Web Browser and Media player "features" disabled by default.
Enterprise Edition, couldnt they combine Ent and Pro into a single edition? do we really need 2 editions to cover the same features?
Allow users to change locations of Driver Store/Repository and Winsxs so we could store them on iso's(dvd or blu ray) and mount them to specific drive letters as and when needed?
