Windows 7 bug time?

Hi,

dont know what causing this, if i try to change time in windows 7 but its always back to present time, you can see this demo video.
also i'm attach my preset.

My first guess is that you have "Synchronize Time" set.

But that's so obvious that I'm sure you know about that and it must be something else.
