Windows defender cannot launch

i am using ntlite beta v1.8.0.6680 to make my new windows 10, but this time the windows defener cannot launch, it says "you'll need a need app to open this windowsdefener". please help!!
 
but strange, i did exactly the same thing using ntlite beta v1.8.0.6650 and windows defender works! This is the first time i encounter this problem
 
Is the same Windows 10 build?
I'm asking that because there are minor changes from one build to another.
 
the same windows 10 iso (i should be os build 17763.0). since my computer is a slow one, i will make lite version of windows 10 and fresh install on my computer once there is big update. Every time i nearly ntlite the same thing so if there is anything strange, i can notice it quickly
