I noticed you are starting from a .30 build of the ISO, was that integrated and cleaned with an older version?
Try starting from .1 again, unless your ISO is .30 and it was intact (UUP downloaded?).

Are you sure it's caused by NTLite? I see online a few reports just like that, I doubt all of them use the tool.I get this Error 0x800f0988 'Invalid Delta combination' with NTLite.

Can you try without any removals, but with everything else the same. Meaning if you do DISM resetbase or something like that, do the same.
That said, if you want to also try with removals, try by keeping RDP Client, I see in your log file from it being mentioned.
Interesting, will recheck it, if I manage to replicate, it's easy to fix.I did install without any NTLite modifications and windows update works. And also i'm using now on live is 1809 LTSC but modified with NTLite.v1.8.0.6790.Beta with allot of things removed and windows update works. So it must be something about 1903.
Anyway i'll keep RDP Client on and report back.
