How do I go about creating a custom Windows 11 OOBE setup?

hello, im trying to create a custom oobe setup experince for my custom windows 11 instlation. i want to bypass the microsoft account acitvation to. what programs or scripts will run at start up before the oobe setups and run a completely different installer?
 
Try look at Unattended section in NTL before Apply.
To bypass auto activation, set Specialize/ Skip auto activation to: true
Same goes for Eula and Skip "Going fast page" for all the privacy q's.
About Privacy pay attention if not already removed or changed in Settings section of NTL.
 
To bypass the Microsoft Account sign-up, enable BypassRNO in Settings -> System.

No, you can't have your own custom WinPE Setup or OOBE menu. That requires hacking Windows and writing scripts or apps to replace existing functions. You might find an online project but none of that is supported by NTLite.

Launching a customization tool in Post-Setup (User - Execution), will appear after the user has logged on.
