Users may want to create a multi-language WinPE image, allowing them to choose the Setup language after boot.
This requires adding WinPE-specific Language Packs, which are different from the Language Packs added to normal Windows. Adding WinPE language packs only changes Setup, it doesn't provide normal Windows with new languages -- which is a separate set of steps.

2. Extract the ADK/AIK ISO to a folder.
3. Load boot.wim (WinPE Setup) and add:

5. Download the correct Language Pack files for your Windows release. This is a shorter version of the full steps.
6. Extract the Languages and FOD ISO's to a folder, or download W10/11 languages with PowerShell GUI for downloading Language Packs - W10_11LangPack.ps1.
7. Load install.wim and add the LP's and FOD's. Apply changes to install.wim. Windows KB updates must be added after integrating the new languages.
