is there anyway to add an input language post install without windows update? i have disabled windows update and when i try to add a language it says looking for language pack

Yes and no. You can download other languages at any time and add them offline, but installing them will trigger WU to ask you to reinstall the last monthly update. The normal sequence is always to integrate languages, before applying any updates.
When you do it in reverse order, Windows will insist you re-apply the last update. With WU disabled, it's a bit messy.
1. Start with clean Windows ISO
2. Download & integrate your other language(s)
3. Apply the last set of monthly updates
4. Apply GamerOS preset and other tweaks
