Clipboard User Service on Default is set to AutomaticCheck if you have removed or disabled the Clipboard User Service.

Makes sense. My only option, that I can think of, would be to test if it works with Clipboard User Service set to System/Boot.Again - some components/ Services is dependant on other components/ services - so please check what's needed on Compatilbility tab when removing components. It's in the upper left corner of NTL.
